The 24 teams in the second qualifying round will be split into six groups of four teams to be played as one-venue mini-tournaments from 31 March to 5 April.
Four seeding pots of six teams each have been formed according to the coefficient ranking list. Each group will contain one team from each of the four pots, with hosts then appointed for the mini-tournaments. No side can play a nation that they met in the first qualifying round.
The six group winners and the runners-up with the best record against the teams first and third in their section will join hosts Turkey in the finals from 2 to 14 July.
